They all love a tribal

First, to block development in their habitat and then to pose as exhibits for tourists

At an Adivasi Mela organised by Orissa’s SC/ST department in the state capital, about 250 tribals also became exhibits. Sitting in mock huts at the fair, they became, for about Rs 100 a day, faces of the state’s tribal programme. In the over 150 stalls, 29 housed aborigines picked from their villages by the government. Some were evidently ill at ease; others like Sada Juanga who was in the booth showcasing his tribe, the Juangas, pointed to the fallacy of some of the government’s claims: he comes from a village in Keonjhar where there is no electricity, yet he has become the chosen one in Bhubaneswar, the selection having been made by the local Integrated Tribal Development Agency.

The tribals have again become easy mascots. Two years ago, the battle against Vedanta was fought in the name of, among others, the Kutia Kondhs who live in the foothills of Niyamgiri. What is appalling is that the powers that can resist development in the name of protecting tribal habitat, would also find it convenient to turn the very same people into showpieces. That too, ironically, often of progress that has not reached them still.

It should be a tribal’s choice to decide whether she should be part of a government programme or not — whether in her village or in the state capital. But this instance of adivasi-as-exhibit, coming after the circulation of a video of dancing Jarawa women in the Andamans, shows how little-thought-out and even contradictory our tribal policies are and how insensitive the state can be to their concerns and dignity while framing programmes or taking steps, in segregating or mainstreaming as the case may be.Courtesy:The Indian Express

आविप के लिए आया निमंत्रण

बिन्नागुड़ी,: तराई-डुवार्स की समस्याओं के मद्देनजर राज्य सरकार ने आदिवासी विकास परिषद (आविप)को बातचीत के लिए बुलाया है। यह जानकारी आविप के राज्य कमेटी अध्यक्ष बिरसा तिर्की ने दी। उन्होंने बताया कि 23 जुलाई को उत्तर बंगाल उन्नयन मंत्री गौतम देव और अन्य मंत्रियों से तराई-डुवार्स की समस्याओं पर आविप के प्रतिनिधि चर्चा करेंगे। बिरसा ने उम्मीद जताई है कि बातचीत के जरिए समस्याएं दूर होंगी। डुवार्स-तराई के विकास के लिए भी नई सरकार चिंतित है। हमारी प्राथमिकता छठी अनुसूची है। इसी से डुवार्स में विकास की लहर दौड़ेगी। 23 जुलाई को होने वाली बैठक में आविप के तराई-डुवार्स के रीजनल यूनिट के12 सदस्य शामिल होने के लिए रवाना होने वाले हैं। रीजनल कमेटी अध्यक्ष जॉन बारला का कहना है कि राज्य की नई सरकार परिवर्तन के साथ विकास की बात कर रही है। बैठक के बाद ही पता चलेगा कि मुख्यमंत्री डुवार्स के बारे में क्या सोचती हैं। ज्ञात हो कि मंत्री गौतम देव के अनुरोध पर ही आविप ने 48 घंटे के बंद को वापस लेकर 12 घंटे का बंद किया था। मुख्यमंत्री ने पहाड़वासियों को उनकी मांग पूरी करते हुए विकास की गंगा बहाने के लिए जीटीए की स्थापना कर दी। ठीक इसी तरह की व्यवस्था की डुवार्स वासी भी उम्मीद कर रहे हैं। साभारदैनिकजागरण

Salwa Judum Ruling: Govt Slammed for Seeking Review

Labelling the Supreme Court judgement lambasting appointment of vigilante groups like Salwa Judum to fight Maoists as historic, a group of civil society activists today demanded that the government focus on quick and sincere implementation of the order instead of seeking its review.

“The SC has given a historic and landmark judgement. Its implementation in letter and spirit will pave the way for a meaningful dialogue with Maoists,” Swami Agnivesh told reporters.

“It is not an ideological judgement and if the Centre raises questions on it, then this casts doubts on the intentions of the government,” he said.

The activists demanded that the government should register cases against the SPOs who are guilty of human rights violations and punish them so that others can be rehabilitated into the society.

“Since 2008, the Court has been telling the government to rehabilitate and compensate the victims of violence and file cases against the accused but the government has done nothing so far. They should be pulled up for contempt of court,” said Nandini Sundar, one of the petitioners in the case.

On the issue of rehabilitation of the SPOs, she suggested that they could be properly trained and formally recruited into the police force so that their accountability can be established.

The activists also criticized the development policies of the government and termed them as a form of “development terrorism” that intends to relegate the tribal land and mineral wealth to the “corporate mafia”.

They further stressed on the need for respecting and protecting the rights of tribals and demanded a peace initiative through a dialogue process that brings the basic problems of the tribals to the forefront.

The Supreme Court in its July 5 judgement had asked the Centre and Chhattisgarh Governments to desist from arming tribals in the name of SPOs, saying it was “unconstitutional”. The government, however has decided to move the Supreme Court to seek a review of its judgement.Courtesy:PTI

तस्करों के चंगुल से मुक्त हुए चार बच्चे

फालाकाटा  : फिर एक बार डुवार्स क्षेत्र में शिशु तस्करी की घटना का खुलासा उस समय हुआ जब कूचबिहार चाय बागान इलाके से लापता चार बच्चों को तस्करों के चंगुल से बचा लिया गया। विदित हो कि चाय बागान के विशाल मुंडा, सुभाष मुंडा, रेशमा उरांव एवं सांगी मुंडा को बेहतर भोजन का लोभ दिखाकर दो तस्करों ने यहां से अन्य राज्य में ले जाने का कार्यक्रम बनाया था। लेकिन ऐन वक्त पर फालकाटा थाने के एसआइ मदन गुरूंग की तत्परता से इन बच्चों को बचा लिया गया। जानकारी अनुसार दस रोज पूर्व ही ये बच्चे लापता हो गए थे। पुलिस ने इस सिलसिले में फाटापुकुर निवासी फूलचंद माली और मालबाजार के गुडहोप चाय बागान के निवासी बंध्या नायक को गिरफ्तार कर लिया है। सोमवार की सुबह गुप्त सूचना के आधार पर फालाकाटा के दक्षिण पारंगेरपार इलाके से चारों बच्चों समेत दोनों तस्करों को गिरफ्तार कर लिया गया। चालू वर्ष में ही इसी चाय बागान से दो और बच्चे लापता हुए थे जिन्हें पुलिस की तत्परता से नई दिल्ली से बरामद कर लिया गया था। पुलिस सूत्र के अनुसार कूचबिहार चाय बागान में श्रमिकों की गरीबी व लाचारी के चलते डुवार्स के विभिन्न चाय बागानों में तस्करों का संजाल सक्रिय हो गया है। स्थानीय पंचायत सदस्य गोपाल मुंडा ने बताया कि लंबे समय से इलाके में सक्रिय शिशु तस्कर बच्चों को तरह तरह का प्रलोभन देकर उनकी तस्करी करने में लगा हुआ है। डुवार्स की स्वयंसेवी संस्था डुवार्स जागरण के प्रवक्ता विक्टर बसु ने बताया कि तस्करों के खिलाफ बागान इलाकों में जागरूकता अभियान चलाया जा रहा है। इसके बावजूद इन तस्करों के गिरोह पर अंकुश नहीं लग पा रहा है। एक हालिया सर्वे के मुताबिक चालू वर्ष में ही करीब दो सौ बच्चों को अन्य राज्यों में भेजा गया है। यह संख्या इस गंभीर संकट का एक संकेत मात्र है। प्रशासन की ओर से इस दिशा में ठोस कदम नहीं उठाए जाने से यह संकट भयावह रूप ले सकता है। अलीपुरद्वार के एसडीपीओ डेविड लेप्चा ने कहा कि यह घटना चिंताजनक है। हम अपनी सीमित साधनों से मानव तस्करी पर रोक लगाने का भरसक प्रयत्‍‌न कर रहे हैं। लेकिन असली हल बागान में श्रमिकों के सामाजिक-आर्थिक उन्नयन से ही संभव है।साभारदैनिकजागरण
