Confusion over merger of Dooars land with Darjeeling

KOLKATA: People in the foothills are still in confusion over the proposed induction of 302 mouzas into new Darjeeling hill council from Dooars and Terai. A large section of total population is against the induction.

The political scenario turned more confusing after tribal outfit Akhil Bharatiya Adivasi Vikash Parishad has stepped forward to tie up with Subash Ghishings Gorkha National Liberation Front to tame Gorkha population in the foothills.

In past three years since the upsurge of Gorkha Jan Mukti Morchas Gorkhaland movement, people in Dooars comprising all major ethnic groups like Adivasis (who are majority in the tea gardens of the foothills) and non-gorkha non-Adivasi population were demanding that they would not allow induction of land into the hill council from the foothills.

They did not hesitate to go for a fierce clash with GJM to resist GJMs foothills plans. Initially organizations like Mal Janajagaran Mancha or Bangla O Bangla Bhasa Bachao Committee, believed to be the shadow outfits of some mainstream political parties, led the movement but in the later stage, ABAVP played the most prominent role in anti GJM campaign.

Following chief minister Mamata Banerjees announcement to set up a review committee on GJMs demand of territorial expansion in the foothills (which suggested Banerjee is not against of expansion) raised a fresh controversy.

Meanwhile, ABAVP, who could be main opponent of GJM, has shifted their stand and focused on demanding sixth schedule in the foothills.

Like before, we are against induction of land from the foothills and we will intensify our movement demanding sixth schedule status, said John Barla, ABAVP leader. To strengthen their demand, tribal leaders are now trying to tie up with Subhas Ghisings GNLF, who lost his domain in the hills and in an exile in the foothills.

Our demand of sixth schedule status is not for only tribal population, it will provide privilege to the gorkha population residing in the foothills, said Barla, justifying his negotiations with the GNLF.

The recent political move of the tribal leaders, however, put other non-gorkha and non-adivasi organizations in a fix as they have no gain in supporting special constitutional status for the foothills, which also includes a large chunk of Koch-Rajbanshi population who occupies a considerable population in Terai area where GJM has its expansion plans. The main stream parties in the foothills (Trinamool Congress and Congress) are now in a wait and watch policy for their political obligation. The CPM, however, made its stand clear that they would not accept the induction process. - Wayside tourism along highways

Jalpaiguri, June 21: The Jalpaiguri district administration has urged private entrepreneurs to build restaurants and restrooms along the highways that lead to tourist spots, which will allow visitors to stop over and relax before reaching their destinations.

District magistrate Vandana Yadav said “wayside tourism” would be developed along NH31 and NH31C that lead to forest destinations like Gorumara, Champramari and Jaldapara and the constructions would begin soon after the monsoon.

“More than one such wayside facility will come up along a 15-20km stretch that leads to the Gorumara National Park. We will ensure that these resorts have facilities that will be useful to tourists and their families. But we are making sure that these places do not get the licence to serve liquor,” Yadav said.

She added that spots would be developed along NH31C in Chulsa and Nagrakata on the way to the Gorumara National Park. Constructions will also take place on Birpara, Banarhat, Ethelbari and Madarihat on NH31 on the way to Jaldapara wildlife sanctuary.

“There are no facilities that offer good food and comfortable stay in these areas for tourists coming from outside. We have been receiving feedback from the tourism sector about this shortfall and since the government is not in a position to take up the work, we had approached private investors,” Yadav said.

The district magistrate said final discussions were on with 11 private entrepreneurs who had agreed to invest between Rs 10 lakh and Rs 1.5 crore on wayside tourism.

“I am not disclosing the names of these investors but they are from north Bengal as well as from Calcutta,” she said.

Yadav added that larger projects would come up on government land that would be given out on lease. For the smaller projects, the entrepreneurs would have to buy the land from the government.

“We have made it clear that each of the places besides having facilities for the guests should have pay-and-use restrooms for travelling holidaymakers. Some of the investors have plans to provide guests with facilities like a mini golf course, tennis courts and swimming pools. We have also suggested that they create playgrounds with accessories for the children,” she said.

General secretary of Focin, Samarendranath Biswas, said the initiative was laudable but added that care should be taken to ensure that the natural environment of the area was preserved. “This is a forested area and these new constructions should be made in an environment friendly manner,” Biswas said.

Parishad plans Calcutta dharna

Kalchini (Alipurduar),: The Akhil Bharatiya Adivasi Vikas Parishad has decided to sit on a dharna in Calcutta to seek autonomy for the Dooars and the Terai and to protest the Gorkha Janmukti Morcha’s demand that Gorkha-dominated areas be brought under the proposed administrative set-up for the Darjeeling hills.

The decision to sit on a dharna in the state capital was taken at a three-hour-long meeting attended by about 200 state leaders of the Parishad and the heavyweights in the Terai and the Dooars at the Kalchini Dharamsala today.

“Our meeting centred on two main issues, the autonomy under the Sixth Schedule of the Constitution and the Morcha’s demand for territory. They have been demanding 194 mouzas in the Terai and 234 in the Dooars, and today it was unanimously decided that not an inch of land would be ceded to them. We are also firm in our decision to keep on demanding autonomy under the Sixth Schedule for the Terai and the Dooars,” said Birsa Tirkey, the state president of the Parishad.

He said the people in Calcutta were far removed from the reality that the Adivasis were facing in north Bengal. “I will return to Calcutta on Friday and approach the police commissioner for permission to launch a dharna at the Metro Channel. As and when the permission is granted, we will hold the agitation in the state capital,” Tirkey said.

John Barla, the president of the Parishad’s Terai-Dooars coordination committee, said the Mamata Banerjee government should hear the Adivasis as well. “Mamata Banerjee has promised the Gorkhas a new council as they comprise 80 per cent of the population in the hills. In the Terai and Dooars, our community makes up 75 per cent of the population and she should listen to us also,” said Barla.

Tirkey added that the Parishad had already submitted a plea to the chief minister’s office seeking a meeting with Mamata Banerjee. “Her office is in touch with us and we are hopeful of an early date to meet her. We will be able to convince her that there will be a law and order problem in the Terai and the Dooars if she agreed to the Morcha’s territorial demand. Moreover, we are in the majority in the region and the new government in Writers’ Buildings should have thought twice before deciding to form a committee to address the Morcha’s territorial demands and should have taken us into confidence,” Tirkey said.

The Parishad also decided to hold regular motorcycle rallies and meetings in tea gardens for their demands. “We are waiting for the outcome of our meeting with the chief minister before announcing the dates for these agitation. The state can form any committee, but we will decide if it should be accepted or not,” said Barla.

कब सच होगा झारखंडियों का अपना घर का सपना

सिलीगुड़ी: उत्तर बंगाल में 258 चाय बागान में कार्य करने वाले पांच लाख श्रमिक परिवारों का अभी भी अपना घर का सपना पूरा नहीं हो पाया है। इसे सच करने के लिए उनके पूर्वजों ने आंखें मूंद लीं। श्रमिक पीढ़ी-दर पीढ़ी बागान के श्रमिक क्वार्टर में अपना जीवन व्यतीत करते आ रहे हंै। यहां इन्हें हाथी के हमले और बरसाती जीव जंतुओं के हमलों का सामना करना पड़ता है। कल के अशिक्षित चाय श्रमिक बच्चे अब धीरे-धीरे शिक्षित हो रहे हैं। इसका उपयोग आज तक वोट बैंक के रुप में किया जाता रहा है। चाय श्रमिकों के लड़के स्वयं तथा अपने परिवार को दोयम दर्जे का जीवन नहीं बिताने देने पर अड़े हंै। वे चाहते हैं कि उनका भी छोटा सा अपना घर हो, जिसे वह सजा संवार सके। वर्ष 2003 के सितंबर में नौकरी के सवाल पर चाय बगान श्रमिक दलगाव में 19 लोगों को जिंदा जलाने से भी पीछे नहीं हटे थे। झारखंड से दो सौ वर्ष पूर्व बंगाल आए आदिवासियों को झारखंडी या मधेशिया कहकर संबोधित किया जाता है। वे अपनी पहचान के लिए आंदोलन के लिए बाध्य हैं। आदिवासियों के हक में आवाज उठाने वाले कांग्रेस के युवराज राहुल गांधी को भी आदिवासियों की समस्या से रु-ब-रु कराया गया। मिला सिर्फ आश्र्वासन। आश्चर्य की बात है कि चाय श्रमिकों को केंद्र सरकार द्वारा प्रदत्त इंदिरा आवास योजना का लाभ भी नहीं मिल पाया है। इसकी मुख्य वजह है श्रमिकों के नाम जमीन का पट्टा अब तक नहीं हो पाना। बागान में हर वर्ष दस प्रतिशत आवास की मरम्मत होती है, जो इस वर्ष नहीं हो पाई है। आवास, पेयजल और रोशनी की व्यवस्था के साथ श्रमिकों के दैनिक मजदूरी में वृद्धि कराने के लिए अखिल भारतीय आदिवासी विकास परिषद ने मुहिम छेड़ी है। वामो के शासन काल में जिन मुद्दों की आवाज चाय श्रमिक उठाते थे उन्हीं मुद्दों को लेकर सीटू बंगाल की नई सरकार को घेरने की तैयारी में है। 21 जून को उत्तर बंगाल के दौरे पर श्रममंत्री आने वाले हैं। उनसे इस समस्या के समाधान के संबंध में चर्चा होने की संभावना है। पूर्व मंत्री अशोक नारायण भट्टाचार्य का कहना है कि चाय बागान टी बोर्ड के तहत काम कर रहा है। बार-बार इस संबंध में केंद्र से श्रमिकों के आवास के लिए जमीन मुहैया कराने की मांग की गई मगर इस दिशा में अब तक कोई प्रगति नहीं हुई। अखिल भारतीय आदिवासी विकास परिषद के प्रदेश अध्यक्ष बिरसा तिर्की का कहना है कि नई सरकार से हमारी मांग है कि कि जिस तरह से सिंगूर की भूमि के लिए बिल पारित कर गरीबों में वितरण करने की घोषणा की है उसी तरह से चाय बागान में रहने वाले श्रमिकों के लिए अपना घर बनाने की पहल करे। नई सरकार के पास यक्ष प्रश्न है कि क्या पूरी उम्र बिताने के बाद भी चाय श्रमिक अपने बच्चों को यह कह पाएंगे कि यह तुम्हारा अपना घर है? साभारदैनिकजागरण

चाय श्रमिकों ने लगाई गुहार

जलपाईगुड़ी :बंद पड़े सामसिंग चाय बागान को खुले हुए दो वर्ष हो गए, लेकिन अबतक बागान के एक हजार पूर्व श्रमिकों को दोबारा काम पर नहीं लिया गया है। इसको लेकर बागान श्रमिकों में भारी क्षोभ है। इसके अलावा इस चाय बागान में श्रमिकों को समझौते के अनुरूप सुविधाएं नहीं मिल रही हैं। इन सभी मांगों को लेकर बुधवार को नैशनल यूनियन ऑफ प्लांटेशन वर्कर्स की तरफ से जिलाधिकारी को ज्ञापन सौंपा गया। मोर्चा समर्थित श्रमिक यूनियन और बागान प्रबंधन के बीच संपन्न द्विपक्षीय समझौते के तहत डुवार्स के मेटेली प्रखंड के सामसिंग चाय बागान विगत 17 अगस्त 2009 को लंबे समय तक बंद रहने के बाद खुल गया। उस समय प्रबंधन ने 1450 श्रमिकों को फिर से काम पर रख लिया। लेकिन उस समय भी बागान के एक हजार श्रमिकों को वापस काम पर वापस नहीं लिया गया। उन्हें बाद में काम देने का आश्र्वासन दिया गया। लेकिन आजतक उनकी नियुक्ति बागान में नहीं हुई। एनयूपीडब्लू के राज्य महासचिव राजेन लोहार ने कहा कि जिन्हें काम पर नहीं लिया गया वे बेरोजगार हैं। आज भी श्रमिक आवास में बिजली नहीं पहुंची है, ना ही पेयजल की व्यवस्था की गई है। चिकित्सा सेवा भी बदहाल स्थिति में है। बागान क्षेत्र में सौ दिवसीय रोजगार योजना ठीक से क्रियान्वित नहीं हो रही है। इस वजह से बुधवार को जलपाईगुड़ी के जिलाधिकारी से इन श्रमिकों की पुनर्बहाली समेत अन्य सुविधाएं सुनिश्चित करने की मांग की गई है। इस प्रसंग में गोजमुमो समर्थित दार्जिलिंग-डुवार्स-तराई प्लांटेशन लेबर यूनियन के सलाहकार संतोष राई ने कहा कि बागान प्रबंधन ने कुल 1450 पूर्व श्रमिकों को काम पर लिया है। बाकी श्रमिकों को काम पर लेने के लिए दबाव दिया जा रहा है। हमने ज्ञापन में सेवा में सुधार की मांग की है। इस संबंध में जिलाधिकारी वंदना यादव ने कहा कि समझौता प्रशासन को जानकारी दिए बिना ही किया गया। इसलिए हम इस बारे में कुछ नहीं कह सकते। यदि किसी सरकारी परियोजना या सेवा में कमी है तो इसके लिए कदम उठाए जाएंगे। साभारदैनिकजागरण
