बीमार चाय श्रमिकों का होगा इलाज

जलपाईगुड़ी: बरसों से बंद डुवार्स के ढेकलापाड़ा चाय बागान में हुई मौत की हालिया घटनाओं के बाद जिला प्रशासन हरकत में आ गया है। जिलाधिकारी स्मारकी महापात्र ने शुक्रवार को बताया कि ढेकलापाड़ा चाय बागान के बीमार श्रमिकों को अस्पताल में भर्ती कराकर उनका इलाज कराया जाएगा। गुरुवार को आत्महत्या की चेतावनी देने वाली सुमित्रा राई को वीरपाड़ा-मदारीहाट थाना की पुलिस ने तलाश की लेकिन उनका सुराग नहीं मिल पाया है। इस बीच यह महिला बंद बागान के श्रमिकों की बदहाली दूर करने में प्रशासनिक नाकामी के खिलाफ आत्महत्या की चेतावनी से पीछे हट गई है। जानकारी अनुसार दार्जिलिंग की शॉल बिक्रेता सुमित्रा राई ने गुरुवार को बताया कि उन्होंने अपनी साम‌र्थ्य अनुसार बेरोजगार एवं भूखमरी के शिकार श्रमिकों की मदद की है। लेकिन उनकी साम‌र्थ्य की भी सीमा है। इसलिए प्रशासन को इन असहाय श्रमिकों की मदद को सामने आना चाहिए। जानकारी अनुसार सुमित्रा राई ने दिसंबर में सात बोरी चावल, दो बोरी दाल और उसके बाद चार बोरी चावल और दो बोरी दाल श्रमिकों को दी थी। इसके बाद सुमित्रा ने प्रशासन को चेतावनी देते हुए कहा था कि यदि जिला प्रशासन ने कोई ठोस कदम नहीं उठाया तो वे आत्महत्या कर लेंगी। वहीं, जिलाधिकारी ने ढेकलापाड़ा चाय बागान में भुखमरी एवं कुपोषण के चलते होने वाली मौत की घटनाओं से इंकार किया है। उधर, उत्तर बंगाल उन्नयन मंत्री गौतम देव ने बताया कि ढेकलापाड़ा चाय बागान को खुलवाने की कोशिश जारी है। जिलाधिकारी स्मारकी महापात्र ने कहा कि सरकारी एम्बुलेंस से बीमार श्रमिकों को अस्पताल ले जाया जाएगा। इसके अलावा उन्हें अंत्योदय व अन्नपूर्णा योजना के अंतर्गत खाद्यान्न दिलाया जाएगा। मदारीहाट के बीडीओ हीरक मंडल ने शुक्रवार को ढेकलापाड़ा चाय बागान की श्रमिक लाइन का दौरा किया। उन्होंने बेरोजगार श्रमिकों के साथ बात कर उन्हें आश्र्वस्त किया। इस रोज इलाके में जिला प्रशासन से भेजी गई मेडिकल टीम भी पहुंची। महिला को आत्मदाह से रोका : वीरपाड़ा, संवादसूत्र अनुसार: बरसों से बंद पड़े ढेकलापाड़ा चाय बागान को खुलवाने की मांग को लेकर शुक्रवार को एक अनहोनी होते होते बच गई। इस रोज शॉल व्यवसाई और दार्जिलिंग निवासी सुमित्रा राई जो भावनात्मक रूप से ढेकलापाड़ा चाय बागान के बेरोजगार व बीमार श्रमिकों के साथ जुड़ी हुई हैं ने कारखाने के सामने ही आत्मदाह करने जा रही थीं। सुबह 10.50 पर जब वह आत्मदाह करने जा रही थीं उस समय बागान के हजारों श्रमिक वहां उपस्थित थे। तभी वहां श्रमिक पहुंच गए और उन्होंने रोते बिलखते हुए सुमित्रा राई से आत्मदाह का इरादा छोड़ने का अनुरोध किया।साभार-दैनिकजागरण

दार्जिलिंग-सिक्किम एकीकरण से गोरखाओं का होगा विकास

कर्सियांग,  : ऐतिहासिक दस्तावेज के आधार पर कई दिनों से दार्जिलिंग-सिक्किम एकीकरण की मांग की जा रही है। इसका उद्देश्य है कि गोरखाओं को उनका अधिकार मिल सके और वह समाज में अपने पहचान को बता सकें। यह बातें गोरखा राष्ट्रीय कांग्रेस केंद्रीय कमेटी के अध्यक्ष नीमा लामा ने बातचीत के दौरान कही। उन्होंने कहा कि दार्जिलिंग, तराई व डुवार्स को मिलाया जाए या यूनियन टेरिटोरी की मांग की जाए। लेकिन, गोरखाओं की पहचान का संकट बना रहेगा। हालांकि इसका गोरखा राष्ट्रीय कांगे्रस कोई विरोध नहीं करता है। उन्होंने बताया कि भूटिया, लेप्चा व नेपाली सिक्किम के प्रमुख नागरिक हैं। इन तीन जाति द्वारा समेटे गए सिक्किम का भू-भाग दार्जिलिंग तराई व डुवार्स में भी पड़ता है। इसलिए इन सभी क्षेत्रों को सिक्किम में शामिल करना ही गोरखा राष्ट्रीय कांग्रेस का प्रमुख लक्ष्य है। यह भी बताने की जरूरत नहीं है कि यह मांग ऐतिहासिक दस्तावेज के आधार पर की जा रही है। मुख्यमंत्री ने इसके लिए पूर्व श्वेत पत्र भी जारी कर दिया है। इसका प्रमाण सिक्किम के पुराने मानचित्र से भी स्पष्ट होता है। उन्होंने कहा कि 30 अप्रैल 1954 में दार्जिलिंग को एरिया एक्ट अंतर्गत बंगाल में रखा गया था, लेकिन इससे पहले दार्जिलिंग किस देश, राज्य या जिले में था, इसका प्रमाण भारत सरकार से पार्टी की ओर से आरटीआई के माध्यम से मांगा गया था। लेकिन इसका जवाब सही मायने में नहीं मिल पाया। दार्जिलिंग के भू-भाग का किराया सिक्किम सरकार ने 1947 साल तक लिया है। इसका प्रमाण उस समय की रसीद में भी स्पष्ट लिखा हुआ है। उन्होंने सवाल किया कि सिक्किम भारत का अभिन्न अंग है तो सिक्किम को भारतीय संविधान से बाहर 371 एक धारा लगाकर अलग क्यों किया गया है। इधर पश्चिम बंगाल सरकान ने वर्ष 1986 में एक श्वेत पत्र जारी कर बता दिया है कि दार्जिलिंग सिक्किम का भू-भाग है। पार्टी की एक मांग है कि दार्जिलिंग-सिक्किम एकीकरण हो और गोरखाओं को राष्ट्रीय स्तर पर पहचान मिले। पार्टी अन्य दलों की तरह ही गोरखा समुदाय के विकास की पक्षधर है और इसके लिए हर संभव प्रयास लगातार किया जा रहा है।साभार-दैनिकजागरण

बिरसा की मौजूदगी में हुई थी बैठक : विमल

नागराकाटा–: जॉन बारला नहीं, बल्कि विगत 18 अक्टूबर को पहली बार नई दिल्ली में गोजमुमो नेतृत्व के साथ आविप नेताओं की जो बैठक हुई थी उसमें बिरसा तिर्की भी मौजूद थे। सिब्चू के कुमानी में रविवार को आयोजित एक संयुक्त सभा को संबोधित करते हुए गोजमुमो प्रमुख विमल गुरूंग ने उक्त खुलासा किया। उन्होंने कहा कि उस बैठक में जीटीए पर बातचीत हुई थी। बैठक में जॉन बारला के अलावा पीटीडब्लूयू के अध्यक्ष सुकरा मुंडा भी थे। उधर, आविप के राज्य अध्यक्ष बिरसा तिर्की ने कहा कि यह सही है कि बैठक में वह शामिल थे। लेकिन जीटीए के प्रस्ताव पर उनकी सहमति नहीं थी। रविवार को जीएलपी के मैदान में संयुक्त जनसभा में गोजमुमो के महासचिव रोशन गिरि, प्रचार सचिव और कालिम्पोंग के विधायक डा. हर्क बहादुर छेत्री, ट्रेड यूनियन नेता पीटी शेर्पा के अलावा आविप नेता जॉन बारला, सुकरा मुंडा, पारस नाथ बराइक, घुरन उरांव उपस्थित रहे। इस संयुक्त जनसभा को संबोधित करते हुए दोनों ही संगठनों के अध्यक्षों ने घोषणा की कि छह दिसंबर को प्रत्येक चाय बागान में दोनों संगठनों की संयुक्त समन्वय समिति गठित कर घर घर संयुक्त प्रचार किया जाएगा। दस दिसंबर को संकोश से फांसीदेवा तक जीएटीए के समर्थन में रैली की जाएगी। विमल गुरूंग ने संवाददाता के एक प्रश्न के उत्तर में कहा कि जीएलपी का मैदान ऐतिहासिक स्थल है जहां विगत आठ फरवरी को शिब्चू में गोजमुमो के लोकतांत्रिक आंदोलन पर पुलिस ने गोली चलाई थी। उसमें उनके तीन समर्थक मारे गए थे। उसी ऐतिहासिक दिन की याद में यह जनसभा की गई है। उन्होंने कहा कि उनकी पीपीपी के साथ भी बैठक हुई है। उन्हें अब जीएटीए का विरोध बंद कर देना चाहिए। बहुत तकलीफ से दोनों समुदायों के बीच सेतु तैयार हुआ है। इस सेतु को तोड़ने का प्रयास होगा। इससे सतर्क रहना होगा। अब जॉन बारला और सुकरा मुंडा को दोष देने से कोई लाभ नहीं है। कोलकाता और दिल्ली में बैठकर जीएटीए का विरोध करने वाले नेताओं को निकाल बाहर करना होगा। डीएमआइ के गामटा नामकरण प्रस्ताव पर इनसे बातचीत चल रही है। उन्होंने कहा कि हम डुवार्स-तराइ के मामले में दखल नहीं देंगे। यहां के विकास का पूरा दायित्व जॉन बारला निभाएंगे। रोशन गिरि ने कहा कि जीटीए पर प्रस्ताव विधान सभा में पारित हो गया है। अब केवल राष्ट्रपति के अनुमोदन की जरूरत है। उसके बाद ही जीटीए की बैठक होगी। बाद में जीएटीए के नामकरण को लेकर बैठक होगी। जीएटीए की मूल कमेटी के उप प्रधान डुवार्स-तराइ क्षेत्र से होंगे। केंद्र सरकार द्वारा जीटीए के लिए आवंटित दो सौ करोड़ रुपए का पचास प्रतिशत इसी क्षेत्र के लिए खर्च होगा। डुवार्स-तराइ में जीटीए की शाखा खुलेगी। डा. हर्क बहादुर छेत्री ने कहा कि मोर्चा के गठन के चार साल की सबसे बड़ी उपलब्धि दोनों संगठनों का एकजुट होना है। इस एकजुटता से कोलकाता चिंतित है। कोलकाता और दिल्ली हमारे बीच फूट पैदा करने की कोशिश कर रहे हैं। मुख्यमंत्री ममता बनर्जी के प्रति हमारी आस्था है। भूकंप के दौरान उन्होंने जो समर्थन दिखाया उससे उम्मीद बंधती है। सुकरा मुंडा ने कहा कि नेपाली और आदिवासी समुदाय चाय बागान क्षेत्र में लंबे अरसे से वंचित हैं। इसीलिए जीएटीए का गठन जरूरी था। जॉन बारला ने कहा कि अलग अलग आंदोलन के चलते दोनों संगठन में एका हुई है। संयुक्त संगठन होने से कोलकाता और दिल्ली का सिर घुम गया है। उन्हें राजनैतिक रूप से समाप्त करने की साजिश आदिवासी समाज के भीतर से हो रही है। एटीए को लेकर अलग से कमेटी गठित होगी। यह एकता सभी समुदायों के विकास के हित को ध्यान में रखकर की गई है। किसी को कोई शिकायत हो तो उनसे संपर्क कर सकता है। इस बाबत आविप के राज्य अध्यक्ष बिरसा तिर्की ने कहा कि यह सही है कि बीते 17 अक्टूबर को दिल्ली में जॉन बारला और सुकरा मुंडा के अनुरोध पर उन्होंने भी बैठक में भाग लिया था। लेकिन उन्होंने जीएटीए के प्रस्ताव को अस्वीकार किया था। उन्होंने सवाल किया कि श्रमिक संगठन होकर सुकरा मुंडा किस हैसियत से राजनैतिक मसले को लेकर आंदोलन में शामिल होंगे ?साभारदैनिकजागरण

Siliguri, Akhil Bharatiya Adivasi Vikas Parishad leaders in the plains today said they would back out of the agreement with the Gorkha Janmukti Morcha if the hill outfit revived its movement for a separate state.

The tribal and Gorkha outfits had agreed last month to work together for the formation of an administrative body that would comprise the Darjeeling hills, and the Dooars and the Terai.

But the Morcha youth wing’s decision yesterday to renew the statehood agitation forced the Parishad leaders to take a relook at the deal.

“We are aware of the announcement by the Yuwa Morcha yesterday that a public meeting would be held at Mungpoo on December 18 to resume the Gorkhaland agitation. This has made us rethink the proposal to form Gorkhaland and Adivasi Territorial Administration,” Tezkumar Toppo, the state general secretary of the Parishad, said today.

He was one of the five Parishad leaders from the Dooars and the Terai who were instrumental in forging the tie-up with the Morcha.

“We are clear on our stand that if the demand for the statehood is raised by the Morcha again, we will withdraw from the deal. We cannot agree to the inclusion of the Adivasi-populated areas in a separate state. We are only interested in an autonomous body whose jurisdiction stretches to the the tribal-dominated areas also,” said Toppo.

The tribal outfit said it would wait till December 18 to decide if the relationship with the Morcha should continue. “If the Yuwa Morcha rakes up the old demand of the separate state at the December 18 meeting, we will have no other option but to scrap the agreement and seek autonomy for the Adivasi populated areas under the Sixth Schedule,” said Toppo.

Observers said “Gorkhaland” had given breathing space to the Parishad dissidents, who had joined hands with the Morcha without the consent of the state leadership.

“The Parishad state committee had accused the leaders in the plains of breach of discipline for signing the agreement with the Morcha. The dissidents have an opportunity now to prove that they are with the tribal population,” said an observer.

The Morcha announcement didn’t go down well with Adivasi trade union leader Sukra Munda either. He was among the five Parishad leaders showcaused by the state committee for the tie-up with the Morcha.

“We took the decision to join hands with the Morcha only after the Centre and the state had endorsed the formation of the GTA. If the Morcha takes a decision that is against the spirit of the autonomy, we will reconsider our stand,” said Munda, a state committee member and the chairman of the Parishad-backed Progressive Tea Workers’ Union.

John Barla, the ousted president of the Dooars Terai regional unit of the Parishad, said he couldn’t comment on “media reports”.

Dhimals demand tribe tag

 Siliguri, Nov. 22: The Dhimal community has demanded tribal status so that they can avail themselves of schemes offered by the central and state governments for Scheduled Tribes. “We want to be recognised as a Scheduled Tribe and have been fighting for it for the past three-four decades. On November 20, we submitted a memorandum to north Bengal development minister Gautam Deb, requesting the government to consider our demand,” Garjan Mallick, the secretary of the Dhimal Astitwa Kalyan Samiti, said today. The population of the Dhimals is 993 now. The community is concentrated in Hatighisa, Maniram and Buraganj in Naxalbari block on the India-Nepal border.

Tribal rebels vow to defy state leaders

ANIRBAN CHOUDHURY Kalchini (Alipurduar), Nov. 18: The dissident Adivasi leaders who wanted to join the hill administration today said they would not accept any action against them by the state leadership.

The state committee of the Akhil Bharatiya Adivasi Vikas Parishad is slated to meet in Calcutta on November 26 to decide on the action to be taken against five leaders from the Terai and the Dooars.

“Before signing the agreement with the Gorkha Janmukti Morcha at Mungpoo, we had conferred with more than 300 members of our units in the Terai and Dooars. We will attend the meeting in Calcutta on November 26 when the state committee takes a decision on our replies to the showcause notices. The state committee will have to declare their decision for or against us. We will not abide by any decision against us,” said John Barla, the former president of the Dooars-Terai regional unit of the Parishad.

Barla, Parishad state secretary Tezkumar Toppo and Sukra Munda, the president of the Progressive Tea Workers Union, an affiliate of the forum, were among the five leaders showcaused by the state committee.

The five were asked to explain why they had entered into an agreement with the Morcha to include the Adivasi-dominated regions in the GTA.

Today, Barla and Munda convened a meeting at the Kalchini Athletic Club where they explained their stand to about 300 Parishad members. Parishad state president Birsa Tirkey came under severe criticism at the meeting. Some supporters even said Tirkey had no right to take decisions on the Adivasis in the Terai and the Dooars.

“We explained to the Parishad members at the meeting that why we had signed the agreement with the Morcha. While Birsa Tirkey was sitting in Calcutta, it was we who had fought the Morcha. Tirkey says the Parishad is not willing to yield an inch of land to the GTA, but he can’t say how development can take place here,” said Barla.

Contacted over the phone, Tirkey said: “Barla has been suspended from his post and he cannot convene a meeting. He is trying to fool the people of our community who are largely illiterate.”

An observer said the rebels know well that the state committee will take stern action against them. “Prior to that, the dissidents are trying to consolidate their position in the Terai and the Dooars.”Courtesy:TheTelegraph.

Demand to probe tea land deal

Siliguri, Nov. 17: A forum fighting for people displaced during the construction of the Uttarayon township has demanded a judicial inquiry into the Chandmoni Tea Estate’s transfer of land to the project and the deaths of two garden workers in a police firing in 2002.

The Chandmoni Tea Estate Anti-Eviction Joint Action Committee raised the demand in a memorandum sent to Mamata Banerjee two days ago.

“We demand a judicial inquiry into the land deal and the death of two garden workers in a police firing while they were protesting against the acquisition of the plot. Rules had been violated when the tea garden land was converted into a township project, under which several high-rises and shopping malls have been built,” Abhijit Majumdar, a state committee member of the CPIML (Liberation), told journalists here today.

“Further, the state government and the realtor have failed to keep their promises that tea plants would be grown on at least 150 acres within the township and 500-odd workers of the estate would be rehabilitated.”

The committee consisted of different non-governmental organisations and right groups. It said the government had handed over 406.64 acres to the private company against a sum of Rs 13.92 lakh in 2002. It said the actual valuation of the plot was Rs 100 crore.

Majumdar said the demand for the judicial probe had been raised in the wake of the government’s decision to start inquiries into the land dispute at Rajarhat in Calcutta and firing in Marichjhapi.

डुवार्स का कल्याण एटीए से ही संभव : बिरसा तिर्की

बिन्नगुड़ी,  : डुवार्स-तराइ क्षेत्र का भला आदिवासी टेरिटोरियल एडमिनिस्ट्रेशन (एटीए) से ही संभव है। बुधवार को यह बात आविप के राज्य अध्यक्ष बिरसा तिर्की ने कोलकाता से दूरभाष पर कही। उन्होंने कहा कि हाल के डुवार्स-तराइ का दौरा करने पर ऐसा महसूस हुआ कि लोग जीटीए का विरोध और एटीए का स्वागत करने को तैयार हैं। क्षेत्र की जनता की भावना को सही ठहराते हुए बिरसा तिर्की ने कहा कि 24 नवंबर के बाद डुवार्स-तराई की जनता की भावना की कद्र करते हुए नई रणनीति तैयार की जाएगी। विगत 29 अक्टूबर को गोजमुमो और आविप के वरिष्ठ नेताओं द्वारा गाटा के लिए किए गए समझौते से बेहद खफा राज्य नेतृत्व आविप के समर्थकों व जमीनी कार्यकर्ताओं की नब्ज टटोलने में लगा है। जमीनी कार्यकर्ता भी गाटा के खिलाफ बोलने लगे हैं जबकि क्षेत्रीय कमेटी के तहत प्रखंड कमेटियां इसका स्वागत कर रही हैं। इससे चाय बागानों के जमीनी कार्यकर्ता असमंजस में हैं। बिरसा तिर्की ने कहा कि हमारे पास लिखित पत्र आ रहे हैं जिसमें आविप को डूबने से बचाने की अपील की गई हैं। जिला प्रशासन से मिलकर आविप की स्थिति से अवगत करा दिया गया है। हम अपने पुराने स्टैंड पर कायम हैं। संगठन पर गैर आदिवासी समुदाय के लोग भी भरोसा रखते हैं। हम यह मानते हैं कि क्षेत्रीय विकास के लिए एटीए या एटीसी यानी कि आदिवासी ट्राइबल काउंसिल जरूरी है। इसके लिए आविप अकेले लड़ेगी।

चामुर्ची  : डुवार्स-तराइ के आदिवासी समाज को कुछ राजनैतिक दल के नेता गुमराह करने की कोशिश में हैं। लेकिन उनकी मंशा कभी पूरी नहीं होगी। हम लोग इस क्षेत्र के विकास के मुद्दों को लेकर चल रहे हैं। उक्त बातें बुधवार को आविप के क्षेत्रीय कमेटी के नेता जॉन बारला ने कही। उन्होंने कहा कि कोलकाता में रहने वाले नेता डुवार्स-तराइ की जमीनी सच्चाई से अनजान हैं। गाटा समझौता इस क्षेत्र को ध्यान में रखकर किया गया है। क्षेत्र के 95 फीसदी लोग समझौते के पक्ष में हैं। केवल पांच फीसदी लोग विरोध कर रहे हैं तो वह नगण्य है। जॉन बारला ने कहा कि उन्होंने पद के लिए संघर्ष नहीं किया है। उनका मकसद डुवार्स-तराइ क्षेत्र का विकास और समाज का सही मार्गदर्शन करना है। जनता जनार्दन ही किसी को पद देने के लिए असली हकदार है। कोई सही काम करे तो जनता उसे पद अपने आप ही देगी। गाटा समझौता क्षेत्र के लोगों का वैचारिक समझौता है। जो आदिवासी समाज पहले बिखरा हुआ था उसे हमने एक सूत्र में बांधने का काम किया। इसमें बुराई क्या है। कोई भी काम करने जाने पर उसका विरोध करने वाले कुछ लोग मिल जाते हैं। उन्होंने कहा कि आजादी के बाद 32 साल तक कांग्रेस और 34 साल तक वाममोर्चा सरकार ने डुवार्स के निवासियों के साथ विश्र्वासघात किया है। हिन्दी स्कूल, हिन्दी कॉलेज के लि आंदोलन करना पड़ रहा है। यहां के बच्चे शिक्षा के बुनियादी अधिकार से वंचित हैं। शिक्षित युवाओं के लिए रोजगार के लिए कोई अवसर नहीं है। स्नातक होकर चायपत्ती तोड़ने का काम कर रहे हैं। नहीं तो अन्य राज्यों में पलायन कर रहे हैं। गाटा समझौता इन समस्याओं को दूर करने की दिशा में एक जरूरी कदम है।
