चाय बागानों में संयुक्त आंदोलन की सहमति

जलपाईगुडी  : तराई-डुवार्स क्षेत्र के चाय बागानों के श्रमिकों की मजदूरी 250 रुपए करने समेत विभिन्न मांगों को लेकर गुरुवार को प्रोग्रेसिव टी वर्कर्स यूनियन (पीटीडब्लूयू) की तरफ से माल प्रखंड के लगभग 26 चाय बागानों में गुरुवार को एक घंटे की गेट मीटिंग की गई। बुधवार को पीटीडब्लूयू की केंद्रीय कमेटी की सभा में निर्णय लिया गया था कि गुरुवार को हर रोज सुबह दस बजे से एक घंटे के लिए गेट मीटिंग की जाएगी। उसी के तहत गुरुवार को गेट मीटिंग की गई। हालांकि यूनियन के केंद्रीय सह सचिव अमरदान बाकला ने कहा है कि त्रिपक्षीय बैठक होने तक अब गेट मीटिंग नहीं की जाएगी। यूनियन के केंद्रीय अध्यक्ष सुकरा मुंडा ने कहा कि उनकी यूनियन चाय श्रमिकों को दैनिक 250 रुपए मजदूरी दिलाने के लिए आंदोलन करने का निर्णय लिया है। लेकिन हम जुलाई के प्रथम सप्ताह में आयोजित होने वाली त्रिपक्षीय बैठक तक इंतजार करना चाहते हैं। ज्ञात हो कि यूनियन के नेताओं ने बुधवार की सभा में यह स्पष्ट कर दिया है कि यदि उनकी मांगों पर विचार नहीं हुआ तो वे सभी चाय बागानों में हड़ताल कर देंगे। इस बीच को-आर्डिनेशन कमेटी में शामिल 18 चाय श्रमिक संगठनों ने भी 155 रुपए मजदूरी की मांग को लेकर आंदोलन करने का निर्णय लिया है। को-आर्डिनेशन के संयोजक चित्त दे ने कहा है कि यदि पीटीडब्लूयू मजदूरों के लिए अधिक मजदूरी हासिल कर सकती है तो हम उसके साथ संयुक्त आंदोलन के लिए तैयार हैं। उधर, पीटीडब्लूयू के अध्यक्ष सुकरा मुंडा ने भी को-आर्डिनेशन कमेटी के साथ वार्तालाप करने के लिए सहमति दे दी है। हालांकि अगली त्रिपक्षीय वार्तालाप के निष्कर्ष के बाद ही संयुक्त आंदोलन पर हम निर्णय लेंगे। साभार–दैनिकजागरण

Labour minister to tour gardens to ensure benefits for workers

Siliguri,: Labour minister Purnendu Bose said today the daily wage of workers in tea gardens of the Dooars and the Terai should be fixed at a minimum of Rs 90 and he would visit north Bengal to see the living condition of tea labourers.

Tea workers in the plains are paid Rs 67 a day at present, but a new wage deal was supposed to come into effect on April 1. A meeting convened by the state labour department here yesterday to fix the new wage remained inconclusive as trade unions rejected the planters’ offer of Rs 5 hike.

“Our (labour) officers have rejected the planters’ offer outright and have asked them to come with a better proposal in the coming days,” said Bose.

The minister noted that tea estates and unions in the Darjeeling hills had reached on an agreement in April to revise the wage from Rs 67 to Rs 90.

“The government feels planters in the Dooars and the Terai should think of fixing the wage at Rs 90 or a higher amount. It has to be ensured that tea workers should also get a minimum wage of Rs 162-165 like other labourers in the state,” Bose told The Telegraph over phone from Calcutta.

In fact, no minimum wage has been fixed for workers in the state and the Rs 162-165 the minister referred to was an amount recommended by the previous Left government

“The erstwhile Left Front government had made certain recommendations on fixing minimum wage for workers. To my knowledge, the minimum wage recommended by them was Rs 162-165. We will check the files concerned and hope that the minimum wage is fixed soon,” said Bose.

Apart from the wages, a tea worker receives certain other benefits from estate owners under the Plantation Labour Act. “If these benefits are converted into monetary terms and are added to the existing wage, the remuneration comes around Rs 102-105. This should be increased to Rs 162-165, meaning a hike of around Rs 60,” said the minister.

The government is also worried about the living conditions of garden dwellers. The minister said the labourers often aired a lot of grievances and he would see that all benefits due to them were made available by the garden owners.

“During wage negotiations, planters always talk about the benefits they provide to the workers. However, we have information that several labour quarters are in pitiable condition, disbursement of ration is irregular, the hospitals and dispensaries do not function properly and there are not enough schools for children in the garden,” said Bose.

“I and labour department officials will visit north Bengal next month to know the real picture and will take necessary steps if lapses are noticed. We will not tolerate economic deprivation of the workers.”

Trade union leaders have welcomed the minister’s stand. “He seems to have a clear idea of the tea industry and the state of affairs,” said Alok Chakraborty, the Darjeeling district president of the Intuc. “We want the minister to take part in the wage talks for a positive outcome. If he can ensure that each worker and his family in the tea belt is given stipulated benefits, it would be another achievement.”

The Co-ordination Committee of Planters’ Associations has refused comment. “We would prefer to talk to the minister before making any comment,” said a CCPA office-bearerCourtesy:TheTelegraph.

चाय श्रमिकों के मुद्दे पर वार्ता विफल

सिलीगुड़ी, : सिलीगुड़ी महकमा परिषद हाल में मंगलवार को चाय श्रमिकों की समस्या पर पहली त्रिपक्षीय वार्ता विफल हो गयी। मालिक पक्ष मात्र पांच रुपया दैनिक भत्ता बढ़ाने के पक्ष मे था। श्रमायुक्त अमल राय चौधरी ने मालिक यूनियन को निर्देश दिया कि वे कोलकाता में श्रममंत्री में मिलकर फैसला ले। विभिन्न ट्रेड यूनियन ने इस मुद्दे पर निर्णय लिया कि अगर चाय श्रमिकों का दैनिक भत्ता और महंगाई भत्ता मालिक पक्ष नहीं देता है तो हम एक जुट होकर आंदोलन करेंगे। राज्य में नयी सरकार ने चाय श्रमिकों की समस्या के समाधान के लिए मंगलवार को त्रिपक्षीय वार्ता की बैठक हुई। बैठक दोपहर बाद देर शाम तक चलता रहा। सरकार की ओर से श्रमायुक्त अमल राय चौधरी अतिरिक्त श्रमायुक्त सुवल विश्र्वास, चाय बगान मालिक पक्ष का नेतृत्व मनोजीत दासगुप्ता और श्रमिकों की ओर से सभी ट्रेड यूनियन के प्रतिनिधि चित्तों दे, समीर राय, अलोक चक्रवर्ती, सुकरा मुंडा, जिआउल रहमान, मनोहर तिर्की, अजीत सरकार, आनंद पाठक, मनोहर तिर्की, ज्योकिम बखला आदि मौजूद थे। मालिक पक्ष दैनिक मजदूरी को पूर्व की भांति तीन वर्ष में एक बार बढ़ाने पर अड़ा रहा। इसपर जब श्रमिक पक्ष नहीं माना तो चार घंटे बाद कहा कि वह पांच रुपये से अधिक दैनिक भत्ता नहीं बढ़ा सकते। पांच रुपये का नाम सूनकर ट्रेड यूनियनों के तेवर गर्म हो गये। बैठक को समाप्त कर दिया गया। ट्रेड यूनियनों की ओर से घोषणा की गयी कि 25 जून को प्रत्येक चाय बगान के गेट पर बैठक की पूरी जानकारी श्रमिकों को दी जाएगी। जुलाई में श्रमिकों के हित में बड़े आंदोलन का फैसला लिया जाएगा।साभारदैनिकजागरण

जयंती चाय बागान में लॉक आउट

जलपाईगुड़ी  : बिजली के बिल को लेकर उठे विवाद के चलते अलीपुरद्वार महकमा अंतर्गत जयंती चाय बागान को प्रबंधन ने बंद कर दिया। सोमवार की रात को बागान के मुख्य गेट के सामने लॉक आउट की नोटिस टांग दी गई है। इस वजह से बागान में कार्यरत 1200 श्रमिकों के सामने रोजी रोटी का संकट खड़ा हो गया है। इस संबंध में बागान प्रबंधन की प्रतिक्रिया नहीं मिल सकी है। जयंती चाय बागान के श्रमिक कृष्णा छेत्री ने कहा कि हम लोगों का बिजली का बिल जरूरत से ज्यादा कट रहा था। इसी का प्रतिवाद करने पर प्रबंधन ने यह कदम उठाया है। विगत 17 जून से ही बिजली के बिल को लेकर विवाद चल रहा था। सोमवार को इस विवाद ने गंभीर रूप ले लिया। आरोप है कि इस मसले को लेकर चाय श्रमिकों ने प्रबंधक के प्रति आक्रामक रूख अख्तियार किया जिसके बाद प्रबंधन ने यह निर्णय लिया। असुरक्षा के चलते यह निर्णय लिया गया है। इस बाबत आदिवासी विकास परिषद की जयंती बागान यूनिट के सचिव विनय भूषण मिंज ने बताया कि श्रमिकों से अतिरिक्त बिजली बिल लिया जा रहा था। श्रमिक यदि अपनी मजदूरी का अधिकांश हिस्सा बिजली के मद में दे देगा तो वह खाएगा क्या। प्रबंधन को बार बार कहने के बावजूद उन्होंने कोई कदम नहीं उठाया। सोमवार को इस विवाद ने ज्यादा ही तूल पकड़ लिया जिसके बाद बागान प्रबंधन ने यह कदम उठाया है। विनय भूषण मिंज ने कहा कि हम बातचीत के जरिए मसले का निदान करना चाहते हैं। चूंकि यह हजारों श्रमिकों की जीविका का मामला है। हम भी चाहते हैं कि चाय बागान सही तरीके से चले। लेकिन श्रमिकों का पक्ष भी सुना जाना चाहिए।साभारवैनिकजागरण

Baton on tea workers

 Jaigaon, Oct. 12: Police tonight resorted to lathi-charge and tear gas burst to disperse workers of Dalsinghpara Tea Estate who were blocking the Saarc Road near here to demand Puja bonus.

The police used force to chase away the labourers when some cars and an Assam State Transport Corporation bus returning from Jaigaon were stoned around 8pm.

The law enforcers said it was difficult to say if the vehicles had been attacked by the workers or local people who had gathered at the spot in a drunken state.

The agitators numbering more than 500 disrupted traffic on the Hashimara-Jaigaon road two times today to protest the management’s failure to disburse the Puja bonus. Traffic was halted for more than eight hours because of the agitation in front of Torsa-Dalsinghpara Club, 7km from here.

The labourers began blocking the road leading to Bhutan at 8am. They withdrew the agitation at noon after the Jalpaiguri district administration told them that the management would deposit the bonus in bank by afternoon.

Garden manager Subhasis Kar said: “We need Rs 6.5 lakh to pay the bonus at the rate of 19 per cent to our 2,300 workers. But till now, we have received only Rs 4.1 lakh. I cannot say when the entire amount will be credited to the account so that we can distribute the bonus to the workers and the staff.”

A huge police force, including woman constables, armed with lathis and tear gas, were present at the spot during the agitation. Subdivisional police officer of Alipurduar David Lepcha, block development officer of Kalchini R.R. Sundas and other officials also reached the spot.

A meeting was held at the club between the officials and representatives of different trade unions to sort out the issue. The workers decided to lift the blockade around 12.30pm when the BDO assured the union leaders that the management of the Octavious Tea and Industries Ltd that owns the Dalsinghpara garden would send the pending amount by today.

However, as the funds did not arrive, the workers resumed the road block at 4.30pm.

Rita Lohar, one of the agitating workers, had said earlier in the day that all of them were waiting for the bonus. “The Puja has already arrived and the company has distributed bonus to the workers of three other gardens owned by it. We are not going to withdraw the blockade and if need be, we will face bullets.”

शंखिनी-झोड़ा नदी के पत्थरों से निकल रहा है धुआं–अजूबा

मालबाजार,  : मंगलवार शाम से ही न्यू-ग्लेनको चाय बागान के बीचोबीच से होकर गुजरने वाली शंखिनी-झोड़ा नदी के पत्थर धुआं उगल रहे हैं। उत्सुकता के साथ ताज्जुब वाली यह घटना इलाके के कई एक लोगों के लिए दहशत का सबब बनी हुई है। बहरहाल, हाकिमों ने मौका-मुआयना करने के बाद नदी के इर्द-गिर्द पुलिस को चौकसी बरतने का निर्देश दिया है। भारतीय भूगर्भशास्त्रीय सर्वेक्षण ब्यूरो को घटना के बाबत सूचनाएं भेजी जा रही हैं। वैसे कमोवेश जानकारी रखने वाले लोग बता रहे कि धुआं उठने की एक वजह सल्फर की मात्रा भी हो सकती है। जबकि प्रबंधक पीसी पुनेन का कहना है कि चाय बागान से जुड़े नदी के क्षेत्र में यह अपने तरह की पहली घटना है। बुधवार की सुबह से ही इस घटना को प्रत्यक्ष देखने के लिए लोगों की भीड़ लगी रही। खबर मिली है कि चाय बागान की फैक्ट्री से सटे फागुनकाटा ब्रिज के पास नदी के पत्थरों से धुआं निकलते देख वहां मौजूद युवक डरकर भाग खड़े हुए। रांगामाटी ग्राम पंचायत के उप प्रधान बंधन लाकड़ा ने बताया कि नदी के पत्थरों के नीचे एक प्रकार का पिघला हुआ पदार्थ है, जहां से यह धुआं निकल रहा है। इस पदार्थ के गिरते ही सूखे पत्तों या कपड़ों में आग पकड़ ले रही है। स्थानीय निवासी राजू बारला व शिवशंकर महाली बता रहे कि बागान के अनेक लोगों के कपड़े इस ज्वलनशील पदार्थ के सम्पर्क में आने से जल चुके हैं। इसके स्पर्श से बदन भी जल जा रहा। घटनास्थल का निरीक्षण करने के बाद माल बाजार के एसडीओ नील कमल विश्वास और बीडीओ प्रेम विभाष कांसारी ने बताया कि इस तरह की घटना उन्होंने पहले कभी नहीं देखी। तथ्यों के साथ भारतीय भूगर्भशास्त्रीय सर्वेक्षण ब्यूरो से संपर्क किया जा रहा है। अजूबा..

Garden siege over power demand

Alipurduar, Aug. 31: More than a thousand workers of Subhasini Tea Estate confined the garden manager to his office for 10 hours today demanding the restoration of electricity lines that had been disconnected five months ago.

The siege that began at 7.30am was lifted at 5.30pm after the manager, Anindya Roy, assured the protesters that he would sit with the trade unions on Thursday to thrash out the issue. Work in the garden in Kalchini was hampered throughout the day.

According to Abdul Hamid, the unit secretary of the Akhil Bharatiya Adivasi Vikas Parishad’s Progressive Tea Workers’ Union, the management had begun to deduct Rs 350 a month from the workers’ wages as electricity charges from October last year causing widespread resentment among the workers.

Earlier, the management had charged a worker between Rs 200 and Rs 225 a month for power consumption. But the workers protested the sudden rise in deduction from their wages and said they were ready to pay Rs 100 a month for electricity supply for 12 hours a day. Earlier, the supply was for 24 hours.

“The management did not heed our plea and instead disconnected the power lines from every worker’s quarters from April 1 this year. Since then we are living in tremendous hardship, especially the elders and the students. So we decided to gherao the manager till some assurance was given,” Hamid said.

The PTWU leader said the workers had submitted a proposal that electricity meters be installed in each quarters and the amount consumed would be paid for. But that demand was also rejected by the management, he said.

The garden has 1,200 workers.

Around 3pm, police from Hashimara outpost arrived at the garden office and tried to persuade the protesters to lift the gherao but failed.

As the manager was feeling uneasy — garden sources said the agitating workers did not allow him to drink water or use the washroom — the police asked the central leaders of the Parishad from Hashimara to come and negotiate. After the talks with the Adivasi leaders, the agitation was withdrawn.

While the manager was not available for comments, Amitangshu Chakrabarty, the secretary of the Indian Tea Planters’ Association’s Birpara branch, of which the garden is a member, said Roy’s confinement was uncalled for.

“It was very undemocratic of the workers to confine the manager to his office in this manner. What the workers have been demanding is unreasonable. However, let us see what takes place in the meeting scheduled for Thursday,” Chakrabarty said.

लंबे समय तक नहींचलता जातीय संगठन : कालिंदी

चामुर्ची  : जातिगत संगठन ज्यादा दिनों तक नहीं चल सकता है, खासकर भारत जैसे लोकतांत्रिक देश में। इसी उद्देश्य से डुवार्स-तराई के तमाम शोषित लोगों को एक छत के नीचे लाकर आंदोलन करने के लिए ही प्रोग्रेसिव पीपुल्स पार्टी का गठन 25 जुलाई को किया गया। उक्त बातें साक्षात्कार के दौरान पीपीपी के केंद्रीय अध्यक्ष किरण कालिंदी ने कही। उन्होंने बताया कि डुवार्स-तराई के विकास में सबसे बड़ी बाधा है पश्चिम बंगाल सरकार, जिसने हमेशा ही आदिवासियों के साथ विश्र्वासघात किया है। इसलिए हमलोग बंगाल से अलग होना चाहते हैं। कालिंदी ने कहा कि यदि छठी अनुसूची या स्वायत्त शासन भी बंगाल की हुकुमत के अधीन हो तो वह बेकार है। सीधा केंद्र सरकार इसे चलाए, तो हमें कोई एतराज नहीं है। यहां हमलोगों के साथ भेदभाव हो रहा है। हमारी संस्कृति बंगाल से नहीं मिलती है। हमलोग हिंदी के लिए लड़ रहे हैं, लेकिन अभी तक कुछ भी नहीं मिला है। यहां न हम उरांव भाषा बोल पा रहे हंै और न ही संथाली भाषा। उन्होंने सवाल किया कि यहां कितने आदिवासियों को नौकरी मिली है? पंचायत कार्यालय से आंगनबाड़ी केंद्र की नौकरियों में बंगालवाद है। डुवार्स के विकास के लिए किसी भी राजनीतिक दल ने कुछ भी नहीं किया। इस महंगाई में चाय श्रमिक बेहाल हैं। चाय का उत्पादन करते हैं, इसलिए जीवित हैं। आदिवासी विकास परिषद से बहिष्कार किए जाने के प्रसंग में श्री कालिंदी ने कहा कि हम आपिव में हैं, लेकिन आविप के ही कुछ सदस्यों का कहना है कि हमलोगों को बहिष्कार कर दिया गया है। इसलिए अब आविप में शामिल नहीं हैं। उन्होंने बताया कि उन्हें किसी भी दल से मनमुटाव नहीं है, बशर्तें डुवार्स के विकास के लिए कार्य करे। गोरखा-आदिवासी प्रदेश के प्रसंग में श्री कालिंदी ने कहा कि यह नाम उनसे पूछकर नहीं रखा, इसलिए कुछ भी नहीं कर सकते हैं। आजतक गोजमुमो ने हमलोगों से पूछकर कुछ नहीं किया। गोजमुमो के साथ बैठक के बारे में उन्होंने कहा कि यदि हमें निमंत्रण आता है तो अपने आउस में बैठक राज्य कमेटी से निर्णय लेंगे। बस हमें बंगाल की गुलामी से मुक्त होना है। ट्रेड यूनियन बनाने को लेकर उन्होंने बताया कि हमलोग उसी ट्रेड यूनियन को समर्थन करेंगे, जो श्रमिकों की हित में हो। विधानसभा चुनाव के बारे में श्री कालिंदी ने कहा कि अभी चुनाव आने में देरी है, समय आने पर इस विषय पर बात करेंगे।

प्रोग्रेसिव टी वर्कर्स यूनियन की बैठक रही बेनतीजा

बिन्नागुड़ी  : बानरहाट धर्मशाला में सोमवार को प्रोग्रेसिव टी वर्कर्स यूनियन की ओर से बुलायी गयी सभा बिना किसी निष्कर्ष के समाप्त हो गयी। प्रोग्रेसिव टी वर्कर्स यूनियन द्वारा सोमवार को चाय बागानों के विभिन्न समस्याओं को लेकर सभी चाय बागानों के 40 ट्रेड यूनियनों को बैठक में बुलाया गया था। लेकिन केवल तीन ट्रेड यूनियन ही बैठक में शामिल हुए। को-आर्डिनेशन कमेटी व डिफेंस कमेटी की कोई प्रतिनिधि नहीं पहंुचे वहीं प्रोगे्रसिव टी वर्कर्स यूनियन के केन्द्रीय कमेटी के नेता भी उपस्थित नहीं हुए जिससे सभा पुन: अन्य तिथि को किए जाने की जानकारी मिली है। प्रोग्रेसिव टी वर्कर्स यूनियन के साथ सोमवार की सभा में गोजमुमो समर्थित ट्रेड यूनियन दार्जिलिंग-डुवार्स-तराई प्लांटेशन लेबर यूनियन के प्रतिनिधि गोविंद प्रधान, लाल मोहन सुरी उपस्थित थे। वहीं प्रोग्रेसिव टी वर्कर्स यूनियन की ओर से जान बारला, विनोद तिग्गा, पारसनाथ बड़ाइक व जय किशन महली उपस्थित थे। केन्द्रीय कमेटी के सदस्य जयकिशन महली ने बताया कि हमलोगों ने आज की सभा में सभी ट्रेड यूनियनों को निमंत्रण किया था लेकिन वेलोग नहीं आए। हमलोग फिर से उन्हें अगली सभा के लिए न्योता देंगे। चाय बागान की समस्या हम सभी को मिलजुल कर लड़ना होगा। वहीं गोजमुमो समर्थित ट्रेड यूनियन के संयोजक गोविंद प्रधान ने कहा कि कई केन्द्रीय कमेटी के नेता उपस्थित न होने से ज्वाइंट एक्शन कमेटी बनाने का निर्णय पूरा नहीं हो सका इसलिए अगली सभा की जाएगी। ज्ञात हो कि इससे पहले गत आठ जुलाई को सिलीगुड़ी के विधाननगर स्थित परिचर्चा हाल में प्रोग्रेसिव टी वर्कर्स यूनियन ने चाय बागान स्थित सभी ट्रेड यूनियन को बैठक के लिए बुलायी थी। संगठन के बानरहाट प्रखंड कमेटी के सचिव विनोद तिग्गा ने कहा कि अगले महीने में तीनों ट्रेड यूनियनों को मिलाकर एक ट्रेड यूनियन कोर कमेटी बनेगी। जिससे आगे की रणनीति बनेगी।

बिन्नागुड़ी : डुवार्स एवं तराई क्षेत्र के आदिवासियों के साथ पूरे देश के आदिवासी समुदाय हैं। अखिल भारतीय आदिवासी विकास परिषद (आविप) के राज्य अध्यक्ष बिरसा तिर्की ने सोमवार को उक्त बातें कही। उन्होंने कहा कि यदि जरूरत पड़ी तो डुवार्स व तराई क्षेत्र के आदिवासियों के हक के लिए संपूर्ण देश के आदिवासी आंदोलन कर सकते हैं। हम डुवार्स तराई क्षेत्र गोरखालैंड में कभी नहीं देंगे। यहां के आदिवासी अब जाग चुके हैं। किसी राजनीतिक दल का नाम लिये बिना श्री तिर्की ने कहा कि आदिवासियों को बहलाना फुसलाना मुश्किल ही नहीं, बल्कि महंगा भी पड़ेगा। आविप के वरिष्ठ नेता ने कहा कि आगामी 24 अगस्त को भोपाल में अखिल भारतीय आदिवासी विकास परिषद का राष्ट्रीय अधिवेशन होने जा रहा है। इसमें केंद्रीय कमेटी की बड़ी बड़ी हस्तियां भाग लेंगी। डुवार्स व तराई क्षेत्र में छठी अनुसूची लागू किये जाने के प्रति पूरी तरह आश्र्वस्त होते हुए श्री तिर्की ने कहा कि केंद्र सरकार चाहे तो क्षेत्र में छठी अनुसूची लागू कर सकती है। राज्य सरकार तो उसके अधीन है। आविप केंद्र व राज्य सरकार पर इसके लिए दबाव बनाये हुए है। इसकी प्रक्रिया शुरू भी हो गयी है। जिस तरह से चाय श्रमिकों के हक के लिए प्रोग्रेसिव टी वर्कर्स यूनियन की स्थापना की गयी है, उसी तरह से डुवार्स व तराई क्षेत्र के विकास के लिए जरूरी कदम उठाये जायेंगे। श्री तिर्की ने उत्तर बंगाल की आबादी की संरचना की चर्चा करते हुए कहा कि इस क्षेत्र में ओबीसी, एससी व एसटी को मिलाकर कुल आबादी करीब 87 फीसदी है। ये सभी लोग पिछड़े हैं। इनका उत्थान ही आविप का मकसद है। आदिवासियों को अंग्रेजों ने दो सौ साल तक गुलाम बनाकर रखा। अब हमें पुन: गुलाम बनाने की कोशिश हो रही है जो हमें पसंद नहीं है। जब से डुवार्स व तराई क्षेत्र में आंदोलन शुरू हुआ है तबसे आविप पूरे घटनाक्रम पर नजर रखे हुए है।
