The National Coalition on SCP/TSP Legislation (NCSTL) will stage a protest at Jantar Mantar in Delhi on Thursday to mount pressure on the Central government to introduce the Special Component Plan (SCP) and Tribal Sub-Plan (TSP) Bill in the upcoming winter session of Parliament.
Paul Divakar, convenor of NCSTL said, “The UPA should make visible its commitment towards SCs and STs by passing this legislation.”
Union minister Jairam Ramesh has assured them that the Centre will table the bill in winter session, according to Dalit and Adivasi leaders.
Representatives of the NCSTL met the minister and urged him to introduce the bill in Parliament at the earliest. He told them that he would consult his Cabinet colleagues in this regard, they said.
The minister, they said, opined that if passed, the bill will be a significant step towards ending the injustice of diversion, non-allocation and lapse of crores of rupees meant to help SCs, STs and other socially advanced groups.
Earlier on Tuesday, an all-party meet in Delhi endorsed passage of the legislation. CPI, CPM, BJP, RLD, BJD and leaders of other political parties promised to support the bill when it is placed before Parliament.
It is learnt that Congress vice-president Rahul Gandhi also favours the legislation.
